Ho Chi Minh City Department of Construction has just sent a document to the City People's Committee on the implementation of the transfer of functions and state management tasks for urban road works (except for national highways through urban areas) from City Department of Transport through the Department of Construction City.

Previously, according to the direction of the City People's Committee in the official letter dated April 27, the Department of Construction was a specialized agency in construction investment for urban road works (except for national highways through urban areas) within the scope of administrative boundaries 16 districts (1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Binh Thanh, Phu Nhuan, Tan Binh, Tan Phu, Binh Tan, Go Vap) and Thu Duc City.

And the Department of Transport is a specialized agency in construction investment for urban road works within the administrative boundaries of five districts including Binh Chanh, Hoc Mon, Nha Be, Can Gio, Cu Chi and other submitting to the district.

“Thus, there will exist two agencies to perform the function of State management on investment in the construction of urban roads in the city. This is not consistent with the administrative reform criteria, has not agreed on the focal point to manage, handle administrative procedures for people and businesses ”- City Department of Construction document stated.

Department of Construction found that the transfer of functions and tasks of State management on construction investment for urban road works (except for national highways through urban areas) from the Department of Transport through the Department of Construction has a real scope. Currently, the whole area of ​​Ho Chi Minh City is consistent with the concept of "Urban" according to the provisions of the Law on Urban Planning dated June 17, 2009.


This also helps ensure the scientific, unified focal point in management, contributes to administrative reform, facilitating people and businesses.
