The Department of Planning and Architecture (QH-KT) is assigned to preside over the organization of planning, implementation plans and tasks at the beginning of the entrance examination and submitting to the People's Committee of Ho Chi Minh City in the first quarter of 2021.

Relevant departments, district and district People's Committees and Thu Duc City coordinate with the Department of Planning and Economic Affairs in providing information and data to carry out the above work.

Previously, in September 2018, the Department of Planning-KT proposed the People's Committee of Ho Chi Minh City on the planning and management of urban underground construction space. Including the content of planning underground urban space for two key areas is the existing central area expanding city and Thu Thiem new urban area.

When the Department of Planning and KT asked for guidance, in August 2020, the Ministry of Construction suggested that urban underground space planning is one of the contents of the urban planning scheme. The general planning or detailed planning for underground construction space is decided by the People's Committee of Ho Chi Minh City based on investment needs of urban underground works.

According to the Ministry of Construction, the proposal of planning underground construction space in two key areas without the general planning of underground construction space will not have enough basis to determine the conditions for connecting the system of underground works. the whole city.

Therefore, it is necessary to study and formulate a general planning for the urban underground construction space of Ho Chi Minh City or integrate it into the adjustment project without the general planning of Ho Chi Minh City that is being implemented, as the basis for implementation of the regulation. urban underground construction planning in subdivision planning and detailed planning projects.

According to Mr. Nguyen Thanh Nha - Director of Department of Planning and Architecture, planning underground construction space is new content. In the two subdivision planning projects with the scale of 1 / 2,000, the existing central area expanding the city and Thu Thiem new urban area, has only been preliminary researched, has not met the requirements of functions and links. , exploiting use value ... to call for investment.

Currently, Ho Chi Minh City is preparing to put the metro line 1 into use and is preparing to invest in the remaining lines. a new underground space for efficient exploitation of public passenger transport and metro routes.

However, if a separate planning project for urban underground construction space zoning is made, the existing central area expands the city and Thu Thiem new urban area, there is not enough legal basis.

Therefore, the Department of Planning and KT proposed to adjust the method of making underground construction space planning for the two key areas mentioned above to organize an international idea examination. This proposal has been approved by the People's Committee of Ho Chi Minh City.
