Gradually implement the 4th party logistics model (4PL) and 5th party logistics (5PL) on the basis of development of e-commerce and supply chain management of modern, efficient and professional.
 
Strive to 2020, the growth rate achieved logistics services 24% - 25% / year, the contribution to GDP of the economy is 10%, the proportion of outsourced logistics services by 40%, reduce of total logistics costs to GDP economy to about 20%. By 2030, these indicators were 34% - 35% / year, 15%, 65% / year and 15% - 17% / year.
