The Council invites Doctor, Architect Phan Dang Son - Chairman of the Vietnam Association of Architects to be the President. Construction technical engineer Le Toi - Deputy Director of Quang Ngai Province Traffic Construction Investment Project Management Board is Vice Chairman of the Council.

Along with that are 9 members, including experts: Master, Construction Engineer Pham Ngoc Thuy - Deputy Director of Quang Ngai Department of Transport; Architect Pham Hoang Viet - Deputy Head of Architectural Planning Department (Quang Ngai Department of Construction); Master, Architect Hoang Ngo Khanh Phuc - Deputy Head of Urban Management Department of Quang Ngai City.

Invited experts: Dr. Nguyen Dang Vu (Former Director of Department of Culture, Sports and Tourism of Quang Ngai province) - Currently a member of the Executive Committee of the Union of Science and Technology Associations of Quang Ngai province; Doctor, Architect Vuong Hai Long - Dean of Faculty of Architecture - Hanoi University of Architecture; Architect Tran Ba Phuoc - Chairman of the Association of Architects of Quang Ngai Province; Architect Bui Trong Nhan - Vice Chairman of the Association of Architects of Quang Ngai Province; Construction engineer Dinh Tan Dung - Vice Chairman of Quang Ngai Provincial Road and Bridge Association and Architect Le Van Thiem - Institute of Architecture - Vietnam Association of Architects.

The Examination Council is responsible for selecting, evaluating and ranking the architectural plans to be submitted as a basis for submitting to the competent authorities for approval of the competition results according to regulations.

The Chairman of the Council on behalf of the Examination Council promulgates the Working Regulations; direct and administer the activities of the Council; assign specific tasks to each member of the Council. As well as chairing and concluding meetings of the Council, deciding issues within the scope of functions, tasks and powers of the Council.

The members of the Council are responsible for performing the task of selecting the architectural design plan for the contest entries, evaluating and selecting the satisfactory plan so that the investor has a basis to submit for decision. investment review and approval according to regulations.

Previously, on November 8, 2022, the Chairman of the People's Committee of Quang Ngai province issued Decision No. 1547/QD-UBND on organizing the competition for the architectural design of Tra Khuc 1 bridge in the form of a wide selection exam. on the basis of the proposal of the Director of the Management Board of the construction investment project of transport works in Quang Ngai province and the proposal of the Director of the Department of Construction of Quang Ngai.

The investment and construction project of Tra Khuc 1 bridge was approved by the People's Council of Quang Ngai province with the investment policy in Resolution No. 46/NQ-HDND dated September 30, 2022, at the 10th session of the People's Council of Quang Ngai province, term XIII.

Accordingly, the project has a scale of about 850m, the width of the bridge is about 27m, including 4 lanes for motor vehicles, 2 lanes for rudimentary vehicles, median strips, pedestrian curbs, safety strips, drainage, and lighting. Belonging to group B, total investment is 1,495 billion VND, using capital from Quang Ngai province (Concentrated basic construction, over-collecting, exploiting land fund). The project implementation period is from 2023 - 2027, in which, in the period of 2023 - 2025 for investment preparation, in the period of 2026 - 2027 for construction investment.

The investment in rebuilding Tra Khuc 1 bridge is to gradually improve the traffic network in Quang Ngai province in accordance with the approved planning, improve transport capacity, and connect traffic from the northern gateway to the center. Quang Ngai city center. As well as promoting, expanding and developing urban space on both sides of Tra Khuc River, creating a highlight in landscape architecture space, building a symbol for Quang Ngai city, etc., thereby changing the appearance and building the vision. for this city in the future.

There are currently 6 bridges spanning the Tra Khuc River.

More practical, according to the People's Committee of Quang Ngai province, investing in a new construction of Tra Khuc 1 bridge to replace the existing old bridge is a necessary requirement, because the old bridge was built nearly 60 years ago, with a steel beam structure. Combined, the width of the bridge surface is very small (only 7.5m), so the movement of people and vehicles encounters many difficulties. More seriously, over a long period of use, the old bridge is now seriously degraded, especially the concrete pile foundation system.

Currently, there are 6 bridges spanning the Tra Khuc River, including: Co Luy, Tra Khuc 2, Tra Khuc 1, Thach Bich, Truong Xuan railway bridge, Tra Khuc bridge on the Da Nang - Quang Ngai highway. Tra Khuc 3 Bridge connecting Son Tinh and Tu Nghia districts is the 7th bridge across this river, currently under construction, expected to be completed in the next few years.
