Article 10, Law on Urban Planning 2009 regulates the conditions of consultancy organizations and individuals involved in urban planning: 1. Urban planning consultancy organizations must have the legal person status; To meet the requirements on the quantity and professional capacity of individuals participating in urban planning, management capacity and technical conditions suitable to the jobs they undertake.

2. Individuals participating in urban planning must possess professional practice certificates issued by competent agencies or organizations and capable of being suitable to their jobs.

3. Foreign consultancy organizations participating in urban planning in Vietnam, apart from meeting the conditions prescribed in Clauses 1 and 2 of this Article, must also be permitted by competent Vietnamese agencies recognition.

4. The Government shall specify the conditions and capabilities of consultancy organizations and individuals participating in urban planning; competence and order of granting professional practice certificates.

Article 61 of Decree No. 59/2015 / ND-CP on management of investment projects on the grant of capacity certificates of construction planning consultancy organizations: 1. Grade I: a) At least 10 (ten) persons having construction grade-I construction designing practice certificates; Persons in charge of subjects must have class-I practice certificates suitable to their professional domains;

b / Having at least 30 (thirty) professional persons suitable to the types of construction plannings registered for the construction planning capacity-building certificates;

c / Having made at least 1 (one) provincial-level construction planning blueprint or 2 (two) urban construction general planning blueprints or 2 (two) blueprints for construction of functional zones specific.

2. Grade II: a / Having at least 10 (ten) persons possessing certificate of construction planning-designing practice of grade II; Persons in charge of subjects must have professional certificates of grade II suitable to their professional domains;

b / Having at least 20 (twenty) professional persons suitable to the types of construction plannings registered for construction capacity building certificates;

c / Having made at least 1 (one) urban inter-district construction planning scheme or 2 (2) urban construction general planning schemes or 2 (two) specific characteristics.

3. Grade III: a / Having at least 5 (five) persons possessing grade III construction planning practice certificates; Persons in charge of the subjects must have class-III practice certificates suitable to their professional domains;

b / Having at least 10 (ten) professional persons suitable to the types of construction plannings registered for construction capacity building certificates.

4. Scope of activities: a / Grade I: To be entitled to elaborate various types of construction planning schemes;

b / Grade II: To be entitled to formulate provincial / inter-district or district-level regional construction plannings, general plannings for construction of grade-II urban centers or lower, special-functional zone plannings, detailed plannings construction and planning of rural construction;

c / Grade III: Being entitled to elaborate district or district construction planning blueprints, general plannings for construction of grade-IV urban centers or lower, planning on district-specific functional zones, detailed construction plannings and construction plannings countryside.
